[MP] Powered up Phoenix Rod broken
Description
In Heretic MP, the Powered up Phoenix Rod only fires a single puff of fire instead of a stream, though the weapon appears to animate as if it is firing a stream.

The client was not sending information about the weapon's refire
status, causing the server to perform the incorrect action when
firing the Phoenix Rod flame.
The flame sound effect was also not being sent to the player doing
the firing.
