Fixed|Multiplayer|Heretic|libcommon: Phoenix Rod flame and weapon refiring
The client was not sending information about the weapon's refire status, causing the server to perform the incorrect action when firing the Phoenix Rod flame.
The flame sound effect was also not being sent to the player doing the firing.
