Description

The order in which DED files included from other DED
files are read is incorrect. An included DED file
should be read immediately after the include directive
has been encountered.

Currently the loading order of included DEDs is
somewhat unpredictable.

Changing this may cause slight problems for mod-makers
who are using multiple DED files.
