Windows: Further fixes for the MinGW build
Declare the process as DPI aware for HiDPI support, and check the monitorDPI for UI scaling.
Enable deployment of dependencies on MinGW.
Must use embedded FluidSynth on MinGW (DLLL conflict with SDL).
