Various fixes to issues KuriKai encountered while testing out model decorations. Added: cvar "rend-model-decor" enable the use of model decorations (enabled by default).
Todo: Currently model decorations are generally only being lit by the global world light. This is because the vlightlists for decor models are aquired at decor-projection time (thus they are only affected by decor lights generated prior). To resolve this (and get decorations lit by regular lumobjs) we need to rework the projection order (see Rend_RenderMap).
