Implemented a simple protection mechanism to prevent the console bind context from being inadvertently deactivated by the user, via the console (heh). The result would otherwise be no way to quit Doomsday. Added a few usage restriction flags to the various binding system console commands to prevent mods from messing with the user's control set up. Also to prevent use via a dedicated console.
