libgui|UI: Inertia scrolling for touch events; MouseEvent naming cleanup
On macOS, SDL2 disables the operating system's inertia scrolling events. Rather than try to keep switching them on and off depending on what's happening in Doomsday, inertia scrolling events are now generated by WindowEventHandler.
