API|Definitions|Cleanup: Removed more obsolete DD_DEF* constants and Def_EvalFlags()
The DED definition database is now visible globally, so we no longerneed the Def_Get/Set() API for querying this info.
Bumped DE_API_DEFINITIONS to v3.
