Various Materials related changes needed to move on with the UI work:
- Externalised the "system" namespace Material definitions into defs/materials.ded and loaded by default.
- Relocated GLT_SYSTEM texture registration out of GL_LoadSystemTextures alongside the others for texture/flat/sprite/etc.
- Make use of stages to make the "missing" and "unknown" Materials blink their glow (more noticeable).
- Added an Offset paramater to layer stages so that this can be animated. Naturally this is far more efficent than scrolling with the world-space surface offsets. Although this will not scroll any attached Decorations or other effects. We can consider (at a later date) a mechanism which allows the layer of a Material to be specified in the Deocration definition, thereby linking the offset.
