Use DD_IsSharpTick for 35Hz timing head-up display thinkers
Ensure the head-up display thinkers proceed during the exact same ticas the playsim by re-using the same fixed time trigger for greaterrobustness.
Fixes timing issues with the Heretic/Hexen artifact flash.
