Further menu tweaks and fixes:
- menuleft and menuright no longer navigate up/down respectively if the current item is not ITT_LRFUNC.
- Added a menu page up/down sound.
- Removed the ITT_INERT, ITT_NAVLEFT and ITT_NAVRIGHT menu item types. Now that multi-page navigation is much simpler we no longer need items in the menu specifically for this purpose. ITT_INERT was found to be unnecessary.
