Fixed: Missing default usage flags for Detail and Reflection definitions
Earlier versions of Doomsday did not feature usage flags for these definition types, consequently all addons authored prior to this expect a default usage of "allowed for everything".
Apply the PWAD and EXTERNAL usage flags by default for both Detail and Reflection definition types.
