Revise distribution scripts, move to separate repository
Description
The distribution scripts should be separated from the main repository so that the latest version of the builder can be conveniently used with several different branches.
Required changes such as macOS notarization will need to apply to both stable and unstable branches, so duplicating these in multiple versions of the distrib is unnecessary work.
